What determines whether a permit applies here?

Trunk diameter and species set the threshold. Tree height does not determine permit rules; trunk diameter does. In municipal areas, certain species trigger permit requirements at lower measurements than others. A confirmed hazard changes the fee, not the paperwork: the removal fee is waived once we've documented the hazard, though a refundable security tied to the replacement tree still applies.
